Sanford, FL Building Safety: Elevator Maintenance (2026)

Sanford's adopted Property Maintenance Code, at City Code Sections 18-101 and 18-102, governs vertical transportation equipment in Chapter 6, Section 606. Section 606.1 requires elevators, dumbwaiters and escalators to be maintained in compliance with ASME A17.1, and the most current certificate of inspection must be on display within the elevator, attached to the escalator or dumbwaiter, available for public inspection in the building operator's office, or posted in another publicly conspicuous, code-official-approved location. Inspections and tests must happen at least as often as the periodic intervals ASME A17.1, Appendix N sets, unless the authority having jurisdiction specifies otherwise.

Section 606.2 then imposes an operational duty specific to passenger elevators: in any building equipped with them, at least one elevator must stay in operation at all times the building is occupied. The only exception is a building with a single elevator, which may be taken out of service temporarily for testing or servicing. Because this sits inside the adopted Property Maintenance Code, a building owner who lets certificates lapse or who leaves every elevator down in a multi-elevator building faces the same Section 106.2 enforcement path as other property maintenance violations, routed through Chapter 26 code enforcement and, if needed, the special magistrate.
