Sanford, FL Building Safety: Plumbing Permits (2026)

Sanford adopted the Florida Building Code as its local building code under Section 18-1, and Section 18-2 reproduces the code's administrative chapter with the city's own amendments. Section 101.4.3 of that adopted chapter specifically applies the Florida Building Code, Plumbing volume to the installation, alteration, repair and replacement of plumbing systems, covering equipment, appliances, fixtures, fittings and appurtenances connected to a water or sewage system, as well as medical gas system work. Section 105.1 sets the underlying permit requirement: any owner or authorized agent who intends to install, enlarge, alter, repair, remove, convert or replace a plumbing system, or any building work that includes plumbing, must first file an application with the building official and obtain the required permit before the work begins.

A handful of narrow exceptions exist under Section 105.2, such as ordinary minor repairs approved in advance by the building official that don't touch water supply, sewer, drainage or soil, waste or vent piping, and emergency repairs that require only next-business-day notice to the building official rather than an advance permit. For larger jobs, Section 105.3.1.2 requires plumbing documents prepared by a Florida-registered engineer for any new building or addition needing a plumbing system with more than 250 fixture units or costing more than $125,000.

Permits become invalid if work is not started within six months or is suspended for six months, per Section 105.4.1, and lapse for good under Section 105.5 after 180 days of inactivity, though the building official can grant extensions of up to 90 days for justifiable cause. Violations of the adopted building code, including unpermitted plumbing work, are punished under Section 18-86 through the general penalty of Section 1-7, and the city's code enforcement special magistrate has separate jurisdiction to hear building-code violations.
