Laguna Niguel, CA Building Safety: Fire Sprinkler Requirements (2026)

Section 903.2, as amended by City of Laguna Niguel Ordinance No. 2025-237, requires an automatic sprinkler system in any new building whose total area exceeds 5,000 square feet, as defined in Section 202, or that rises more than two stories, regardless of fire area or allowable area; open parking garages may be excepted with Fire Code Official approval. For existing buildings, an addition triggers sprinklers if the addition equals 33 percent or more of existing building area and the resulting building exceeds 5,000 square feet, if the addition itself exceeds 2,000 square feet and pushes the building over 5,000 square feet, or if an additional story is added above the second floor.

Section 903.2.8, also amended by Ordinance No. 2025-237, sets a stricter, size-independent rule for Group R occupancies: every new Group R building must have sprinklers throughout, with no square-footage exemption. Existing Group R buildings must retrofit sprinklers when alterations within any two-year period exceed 50 percent of gross floor area and the building exceeds 5,500 square feet, or when the Building Official finds a renovation's scope comparable in complexity to new construction. Section 903.3.5.3 caps hydraulically calculated sprinkler system design at 90 percent of available water supply capacity, with an exception allowing use of Table 903.3.5.3 when static pressure exceeds 100 psi and the Fire Code Official requires it.

The Community Development Department's Building Official administers these amendments to the 2025 California Building Code, Chapter 9, Fire Protection and Life Safety Systems, under Municipal Code Title 8, Article 1.
