The surrounding exception lets the Building Official allow a single-family subdivision already under construction to finish under prior plans, for up to two years after a written exception is approved and only where no more than 100 lots remain uncompleted, but the sprinkler line applies 'regardless' of that exception, so it is not a workaround.
