Rochester Hills, MI Building Safety: Fire Sprinkler Requirements (2026)

Rochester Hills Code Section 102-392 sets backflow rules for every fire sprinkler system connected to the city's public water system; it is not a rule that mandates sprinklers be installed but the standard every installed system must meet. Systems that use public water without chemical treatment need an approved double checkvalve assembly at the point the sprinkler line enters the building. Systems that could be contaminated by foamite, antifreeze solutions, or biological or chemical scale, corrosion, algae or slime additives need a reduced pressure principle backflow prevention device at the same connection point.

Compound meters and detector checks with approved checkvalves in the bypass cannot substitute for the required double checkvalve assembly. The lawn sprinkler rules that immediately follow at Section 102-393 impose a parallel but separate set of vacuum breaker standards for irrigation systems, so a property with both a fire line and a lawn irrigation system must satisfy both sections independently. Permitting runs through the fee schedule at Section 54-192: fire suppression system permits range from $180 for a limited area system to $790 for a building over 100,000 square feet plus $4.00 per additional 1,000 square feet, with a $150 charge specifically for the backflow preventer or double check valve inspection and a $220 fire pump inspection fee.

Every fire alarm or fire suppression permit carries a nonrefundable $100.00 application fee under Section 54-193, and an installer must hold a $30.00 registration under Section 54-197. A cancelled permit forfeits 25 percent of the fee plus $90.00 per completed inspection under Section 54-196, and a permit that sits inactive for 180 days forfeits the entire fee.
