Rochester Hills, MI Building Safety: Plumbing Permits (2026)

Section 18-41(a)(2) adopts the Michigan Plumbing Code, promulgated by the state construction code commission and filed originally on November 19, 1974 under Public Act No. 230 of 1972 (MCL 125.1501 et seq.), and as later amended and updated, as the code governing the installation, replacement, alteration, relocating and use of plumbing systems or materials in the city; complete printed copies are on file at the office of the city clerk under Section 18-41(b). Section 54-234 requires every plumbing contractor to register a master plumber or journeyman plumber license with the city, at $30.00 each, before work commences, with the registration valid until the license expiration date and the fee not prorated.

Section 18-45 makes it a municipal civil infraction to knowingly violate the adopted plumbing code or a permit condition, to fail to comply with a stop-construction order, to submit false information on a plumbing application, or to refuse an inspector entry to inspect plumbing work; the Building Department, designated the enforcing agency under Section 18-42, issues the citations. Fees for plumbing permit services are charged under Article V of Chapter 54 per Section 18-44.
