Adopted in 2008 and updated since, the Dallas Green Building Ordinance applies to new commercial buildings over fifty thousand square feet, multifamily over three stories, and major renovations. Phase 1 incorporates 2018 IECC energy provisions plus local amendments. Phase 2 references LEED, ICC 700, or Green Built Texas as compliance paths. High-rise buildings must use reflective roofing meeting solar reflectance index thresholds and reflective glazing or shading on south and west exposures to reduce heat island effects. Surface lots and large impervious areas must include permeable pavement, bioswales, or other low-impact development to manage stormwater. Plans submit SmartGrowth checklists at permit, and inspectors verify installation before certificate of occupancy.
Failure to comply with Chapter 53 green provisions blocks certificate of occupancy issuance. Dallas may withhold final inspection, require corrective construction, or impose fines up to two thousand dollars daily. Falsified documentation voids permits and triggers reinspection fees.
