Monterey Park, CA Building Safety: Green Building Code (2026)

Section 16.13.010 states that, pursuant to Government Code Section 50022.9, the city council adopts and incorporates by reference the California Green Building Standards Code, 2025 Edition, as published in California Code of Regulations Title 24, Part 11. That adopted code sets mandatory measures covering construction waste diversion, water and energy efficiency, and other sustainability requirements that apply to permitted residential and nonresidential projects. Section 16.13.020 adds a new Chapter 1-1, Administrative Provisions, to the adopted code, directing applicants and staff to the citywide administrative procedures in Section 16.01.040 instead of duplicating an administrative chapter within the Green Building Standards Code itself.

Because the Green Building Standards Code is adopted within Title 16, the definitions in Section 16.01.020 apply where the Green Building Standards Code does not define a term, and Section 16.01.030 gives any Monterey Park amendment precedence over a conflicting provision of the adopted code. Compliance is verified as part of the same plan-check and inspection process that applies to the rest of Title 16, including the self-certification and audit provisions of Section 16.12.040 for projects that use that program.
