Moorpark adopts the California Green Building Standards Code (CALGreen) through Title 15, requiring water efficiency, construction waste diversion, and indoor air quality measures for new construction and major remodels.
Title 15 of the Moorpark Municipal Code adopts the California Green Building Standards Code (CALGreen, Title 24 Part 11) along with Title 24 energy provisions. New residential and commercial construction and major remodels must meet mandatory measures for water-efficient fixtures, construction and demolition waste diversion targets, low-VOC finishes, and electric vehicle charging infrastructure readiness. Moorpark Building and Safety enforces compliance during plan review and inspection. Solar-ready and electric-ready provisions support the city Climate Action Plan goals. Higher voluntary tiers may apply to specific project types.
Failing to install required water-efficient fixtures, missing C and D waste diversion documentation, or omitting EV-ready conduit can delay final inspection and certificates of occupancy.
