Vineland, NJ Building Safety: Building Inspections (2026)

The City of Vineland enforces building inspections through the Construction Enforcement Agency, created under City Code § 300-1 as the local arm of the New Jersey Uniform Construction Code. The agency is staffed by a Construction Official, who serves as chief administrator, plus a Building Subcode Official, Plumbing Subcode Official, Electrical Subcode Official and Fire Protection Subcode Official, each appointed by the Department head under N.J.S.A. 40:69A-43(d). The agency sits inside Vineland's Department of Licenses and Inspections, which also runs zoning and code enforcement citywide.

When a property owner or contractor disagrees with a subcode official's inspection call, decisions can be challenged before the Construction Board of Appeals, a five-member body established under § 300-2 that hears appeals under the State Uniform Construction Code Act and the Uniform Fire Safety Act. Appeals require a filing fee of $50, reduced to $25 for a single-family dwelling application. Board members serve staggered four-year terms and must include specialists qualified as plumbing, electrical, building and fire protection subcode officials, plus a fire official, so technical disputes get reviewed by people who actually understand the trade at issue. The Board's Chairperson and Vice Chairperson are designated annually by City Council, and the City Solicitor advises the Board on request.
