Full Breakdown

11, most recently amended by Ordinances 4807 and 4808 on December 12, 2022, adopts Los Angeles County Plumbing Code Chapters 2 through 17 and Appendices A, B, D, H, I and J of County Code Title 28, as amended through January 1, 2023, which itself adopts the 2022 California Plumbing Code, by reference under Cal. 020(A)). 1) requires a permit from the Building Official before erecting, altering, installing, repairing, moving, improving, removing, connecting or converting any plumbing equipment or fixtures, covering fixtures, traps, tailpieces, valves, and drainage, vent, waste, soil, water or gas piping on any building or premises.

1 is required first for restaurant grease traps or interceptors, sand/grease clarifiers, systems with more than 216 waste fixture units, potable water or fuel gas piping two inches or larger, medium- or high-pressure gas piping, combination waste-and-vent systems, fixtures below the next upstream manhole, chemical waste systems, sump-pump rainwater systems, grey water systems, sewer ejection or lift stations, and penetrations of fire-resistive construction. 2 exempts clearing stoppages or stopping leaks that do not replace piping, swapping residential toilets, bathroom hand sinks, tubs and kitchen sinks without replacing the waste and vent piping (excluding the trap), and connecting a pre-approved appliance to an already-permitted flexible gas shutoff valve.

Violations & Fines

Chapter 20.11's general penalty at § 20.11.040 makes every act prohibited, or every required act left undone, a misdemeanor or infraction as set by the specific code section violated, and extends liability to anyone who causes, aids, abets or conceals a violation. The city can also enforce the Plumbing Code through civil action, and any condition that violates the code is treated as a public nuisance the city may summarily abate.

Frequently Asked Questions

Do I need a permit to replace a bathroom sink in Alhambra?
Not always. Section 107.2(b) exempts changing residential toilets, bathroom hand sinks, tubs and kitchen sinks when the work does not replace the existing waste and vent piping, excluding the trap. Any work touching that piping, or any non-residential fixture swap, needs a plumbing permit from the Building Official.
What plumbing code does Alhambra enforce?
Alhambra enforces the Los Angeles County Plumbing Code, Chapters 2 through 17 and Appendices A, B, D, H, I and J of County Code Title 28 as amended through January 1, 2023, which adopts the 2022 California Plumbing Code. It is adopted by reference under § 20.11.020 and cited as Chapter 20.11 of the Alhambra Municipal Code.
When does a plumbing job need extra plan review?
Section 20.11.010 (106.1) requires separate plan review for restaurant grease traps or interceptors, sand/grease clarifiers, systems with more than 216 waste fixture units, two-inch-or-larger potable water or fuel gas piping, medium- or high-pressure gas lines, combination waste-and-vent systems, chemical waste systems, grey water systems, sump-pump rainwater systems and sewer ejection or lift stations.
