Milpitas, CA Building Safety: Plumbing Permits (2026)

Milpitas adopted the 2025 California Plumbing Code, published by the International Association of Plumbing and Mechanical Officials and the California Building Standards Commission in Part 5 of Title 24 of the California Code of Regulations, as the city's Plumbing Code under Municipal Code § II-7-1.01 (Ord. No. 65.155, § 3, adopted 9/2/25), including Appendices A, B, C, D, I and M. Chapter 7 carries no local amendment section, so administration runs through Title II Chapter 1: the Building Official reviews the application, construction documents and fees, then issues the plumbing permit once everything conforms to the code and other applicable ordinances (§ II-1-8.01).

Approved documents are kept on file for at least 180 days, and a set must stay on the jobsite while work is underway (§ II-1-8.02). A plumbing permit expires if the work is not commenced or inspected within 12 months, or if it is suspended or abandoned for more than 180 days; resuming then costs half the original permit fee unless the lapse runs past 360 days, in which case a full new fee applies (§ II-1-8.04). Installing, altering or repairing plumbing or drainage lines, equipment or systems contrary to Title II is unlawful (§ II-1-5.01) and is expressly declared a public nuisance by § II-1-6.01, which names plumbing and drainage work alongside electrical and mechanical work.

The City can seek a civil penalty of not less than $100 nor more than $1,000 per day of violation under § II-1-5.04, and permit decisions may be appealed to the Building Official under § II-1-4.01.
