Moore, OK Building Safety: Plumbing Permits (2026)

Sec 5-301 adopts, by reference under Section 2-15 of the city charter, The International Plumbing Code, 2018 edition, as amended and modified by the Oklahoma uniform building code commission under 59 O.S. § 1000.23, with a copy on file at the city clerk's office; every regulation, provision, penalty and condition of that code is adopted as if fully written into the city's own code. Sec 5-302 lists the local amendments layered onto the 2018 IPC, including inserting the City of Moore's name into Section 101.1, adding a new water-line-repair exemption to the permit-exempt list in Section 106.6.2, requiring backwater valves at the building drain-to-sewer junction under Section 714.1, and rewriting Section 108.5 so the code official can issue a written stop-work order whenever plumbing work is performed contrary to the code or in a dangerous or unsafe manner.

Sec 5-113 supplies the actual permit trigger for plumbing work specifically, requiring that plumbing permits be obtained in accordance with the terms of the city's plumbing code, and Sec 5-115 folds every plumbing permit and inspection fee into the council-adopted fee schedule on file with the city clerk. Sec 5-303 places administration and enforcement of the whole plumbing chapter in the hands of the plumbing official, who is the building official or a designee unless the council appoints someone else, and Sec 5-307 creates a five-member Plumbing Committee, four of them licensed plumbing contractors, journeymen or engineers, to review proposed code adoptions.
