South Fulton, GA Building Safety: Plumbing Permits (2026)

Plumbing work in South Fulton is governed by the state's adopted construction codes. Sec. 3-2003(a)(6) applies the International Plumbing Code, as adopted and amended by the Georgia Department of Community Affairs, to every plumbing installation, including alterations, repairs, replacements, equipment, appliances, fixtures, fittings, and appurtenances connected to a water or sewerage system. Sec. 3-2007(a)(1) requires the owner, authorized agent, or contractor to apply to the building official and obtain a permit before that work; as with other trades, an owner who is neither a licensed contractor nor the residential occupant cannot be issued the permit directly.

Minor repairs valued under $2,500 are exempt from the permit requirement under Sec. 3-2007(a)(3). Once permitted, plumbing work goes through three staged inspections under Sec. 3-2007(h)(6)c: an underground inspection after trenches are dug and pipe is laid but before backfill; a rough-in inspection after the soil, waste, and vent piping is complete but before wall or ceiling coverings are installed; and a final inspection once the structure is ready for occupancy. Sec. 4 expressly adopts all tests required by Section 312 of the International Plumbing Code as part of that final inspection.

Certificates of occupancy cannot be issued until the plumbing system, along with the electrical, gas, mechanical, and fire protection systems, has been inspected and released by the building official under Sec. 3-2007(i)(1)a-b. A plumbing permit lapses if work is not begun within six months or is abandoned for six months, subject to 90-day extensions for good cause under Sec. 3-2007(f)(1).
