A. C. 5:23. Section 42-3E requires a permit application to the code official before anyone installs or alters any equipment regulated by the chapter, which covers plumbing fixtures, water supply, sewer, drainage, drain leader, gas, soil, waste and vent piping; ordinary repairs that do not touch that piping are exempt under § 42-3F. Applications must be in the form the code official prescribes and accompanied by the required fee (§ 42-3G) and, for new work, at least two sets of construction documents (§ 42-3H). Section 42-12B sets the plumbing fee schedule: $68 covers the first three fixtures or appliances, with each additional fixture billed at $32 for residential work and $45 for commercial work; water heaters run $103 residential and $129 commercial ($32 for new homes).
