Palatine, IL Building Safety: Scaffold & Sidewalk Shed (2026)

Section 22-115 of the Palatine Village Code, part of the offenses-involving-public-safety article, prohibits placing any scaffold or ladder in a position where it overhangs, or could fall onto, a public street, alley or other public place in the village, unless the placement has first been reviewed and approved by the village. The same section separately bars leaving tools or articles anywhere near that public way in a manner that lets them fall into the street, sidewalk, alley or other public way from a height greater than four feet.

The rule traces back to the village's 1961 and 1976 municipal codes (former §§ 25.024 and 12-20) and has carried forward unchanged into the current chapter 22. It sits alongside Sec. 22-116, which applies the same four-foot fall standard to movable articles left on a window ledge or similar spot abutting a public street or alley. Together the two sections put the burden on a contractor, homeowner or property owner doing work near a public right-of-way to secure scaffolding, ladders, tools and materials before leaving a jobsite, rather than leaving enforcement to wait for an actual falling-object incident.

Chapter 22's general penalty provision, Sec. 22-234, applies to violations of this article: anyone found guilty of violating any provision of the chapter is fined as set by village ordinance or resolution and can be charged up to the full cost of any village abatement made necessary by the violation.
