Palatine, IL Building Safety: Elevator Maintenance (2026)

Section 8-37 of the Palatine Village Code governs elevators, dumbwaiters, escalators, moving sidewalks, platform lifts, stairway chairlifts and automated people movers. Subsection (a) ties their construction, operation, inspection, testing, maintenance, alteration and repair to the Illinois Elevator Safety Act as well as village ordinances, and subsection (b) requires a village permit before erecting, constructing, installing, or materially altering any conveyance covered by that state act, with fees set under Section 8-22. Subsection (d) is the ongoing maintenance obligation: every existing elevator in the village must be inspected annually, and after that inspection the building official or an agent issues either a certificate of elevator inspection or a notice of failure of compliance.

If a notice of failure issues, the owner has 30 days from receipt to make the necessary changes to come into compliance, unless the village grants a different deadline. Once an elevator passes, the owner is required to post the current certificate of elevator inspection in a conspicuous place inside the elevator car, giving riders and inspectors an immediate visual check that the annual inspection is current. Section 8-37(e) separately amends IBC Section 3002.4 so that where elevators are provided, at least one elevator car must be sized to accommodate a 24-by-84-inch ambulance stretcher and marked with the international star-of-life symbol, supporting fire department emergency access to every floor.
