Lake Elsinore, CA Business Licensing & Operations: Adult Entertainment (2026)

Lake Elsinore regulates sexually oriented businesses through Chapter 17.160, Adult Business Regulations, first adopted by Ordinance 1012 in 1996. The chapter creates an Adult Business (AB) Overlay District under § 17.160.030, using a combined approach that confines adult uses to C-M, M-1, and M-2 zoned parcels, excludes any parcel within 500 feet of a residential district, and excludes any parcel within 1,000 feet of a major I-15 entry point. Section 17.160.040(A) separately bars an adult business from locating within 1,000 feet of another adult business anywhere in the overlay.

LEMC § 17.160.060 layers on operating conditions: before opening, the business must first obtain a conditional use permit from the Planning Commission and an adult business license under § 17.160.100, and subsection (A) bars it from sitting within 500 feet of the boundary of any residential district or residential use, or within 1,000 feet of a school primarily attended by minors, a church, a public park, playground, community center or day care, or another adult business. Measurements run in a straight line, property line to property line, ignoring intervening structures.

The rest of § 17.160.060 adds a security guard requirement once occupancy exceeds 50 persons, sound insulation so noise is not audible off the premises, and a ban on massage, tattooing, or escort services on-site. Violations are enforced under § 17.160.210 as a misdemeanor, punishable by a fine of up to $1,000, up to six months imprisonment, or both, with each day of a continuing violation a separate offense, and § 17.160.220 additionally declares a noncompliant adult business a public nuisance subject to abatement or injunction.
