Lynwood confines sexually oriented businesses, adult bookstores, adult cabarets, adult motels, adult theaters, escort agencies and nude model studios to the Manufacturing (M) zone district under § 25-85-2. An applicant must file a written, verified application disclosing the business address, corporate officers or partners, proposed hours, floor plan and management, then pay the application fee before the Development Services Director refers the file to the head of the law enforcement agency serving the city, currently the Los Angeles County Sheriff's Department's Century Station, for a background investigation under § 25-85-3.

The Director must deny the conditional use permit if the applicant is under 18, has a disqualifying sex-crime conviction within the last two to five years, or has lied on the application. Once approved, § 25-85-9 bars the business from sitting within 1,000 feet of any residential use, church, school, daycare, park or other place where minors congregate, and within 1,000 feet of another existing adult business, measured in a straight line from the nearest building wall to the nearest property line. Section 25-85-9(G)(8) forces every location to close between 2:00 a.m. and 9:00 a.m., and § 25-85-10 bans couch or straddle dancing and any contact between performers and patrons regardless of whether a permit has issued.

A permit granted under this article stays subject to city council and planning commission review for changed circumstances, and a business found in violation must cease operating as an adult use under § 25-85-5 until it obtains a compliant permit and license.
