Arcadia, CA Business Licensing & Operations: Auto Repair on Residential Property (2026)

Arcadia lets residents run a small business from home only through a Home Occupation Permit, and § 9107.13.050 lists the uses that can never qualify. Item R covers vehicle repair, body or mechanical, along with upholstery, automobile detailing such as washing and waxing, and painting. Item H separately prohibits lawn mower and small engine repair, and item S prohibits vehicle sales. Item U lets the Director add other similar uses found not incidental to or compatible with residential activities, so a driveway operation that looks like a repair shop is judged by the same test.

The prohibition has one carve-out. It does not reach "mobile" or resident-conducted minor repair or detailing at the customer's location, because the work happens off the property.

The home occupations that are allowed carry tight limits under § 9104.02.170. Only the permanent residents of the dwelling can be employed on the premises. No more than two Home Occupation Permits can be effective per residential unit. Exterior use or storage of material or mechanical equipment is not allowed. A home occupation gets not more than one room or a maximum of 600 square feet, whichever is greater, and the garage counts only when all required vehicle storage and parking is maintained and the garage doors stay closed except when a vehicle enters or exits. Only one vehicle, not exceeding one-ton rated carrying capacity, can be used and parked at the residence, and it stays in an entirely enclosed garage. Visitors and deliveries are limited to 7:00 a.m. to 7:00 p.m. Monday through Friday and 8:00 a.m. to 6:00 p.m. on Saturdays and Sundays.

Under § 9107.13.020, no person can carry on any business on residentially zoned property without an approved and unrevoked or unsuspended Home Occupation Permit, and no permit issues for a property on which a violation of the law exists. The Director decides without public notice or a hearing (§ 9107.13.030), and the applicant then obtains a City Business License under Municipal Code Section 6211.
