Section 10-12-03-9 of the Caldwell City Code, part of the Chapter 10 zoning specific-use standards adopted by Ordinance 3670 on April 21, 2025, governs every automotive repair service use in the city, including shops that sit next to or share a lot line with a residential district or an existing residential use. The rule is direct: where the repair use adjoins a residential district or use, all repair activities must occur within an enclosed structure, not in an open bay, driveway, or outdoor lift area.

Vehicles that are inoperable or dismantled cannot simply sit in the open; the code requires them to be stored behind a closed-vision fence, wall, or screen that meets the Chapter 10 screening standards at Section 10-02-09, or kept inside an enclosed building, and in no case may a wrecked or non-running vehicle be visible from a street or from an abutting residence. Even a running vehicle awaiting repair cannot linger indefinitely outdoors: the code caps outdoor storage at thirty consecutive days, after which the vehicle must be moved inside or off-site.

The section also protects on-street parking for residents and shoppers generally: all vehicle storage tied to the repair business, whether customer cars, loaner vehicles, or parts inventory, must stay on the shop's own site, and the code flatly states no use of street parking is permitted for business purposes. The Planning and Zoning Department enforces these specific-use standards through the same site-plan and permit review that applies to the underlying commercial or industrial zoning district, and a shop found in violation can be required to correct screening, enclose activities, or remove overdue outdoor vehicles as a condition of continued operation.
