Beaumont, CA Business Licensing & Operations: Massage Establishments (2026)

Chapter 5.44 of the Beaumont Municipal Code, adopted by Ordinance No. 1112 on November 5, 2019, governs massage establishments in the City of Beaumont, Riverside County, California. Section 5.44.030 makes it unlawful to practice massage therapy for compensation in the City unless the individual is currently certified by the California Massage Therapy Council (CAMTC). Section 5.44.040 requires either a certified massage establishment permit, for businesses where every operator and practitioner is CAMTC certified, or an operator permit for any other massage establishment, plus a City business license. Under Section 5.44.020, a beauty salon that offers massage as an accessory use and any business combining massage with bath facilities count as massage establishments.

Applications go to the City Manager or his designee with a fee set by resolution. The City Manager grants a permit within 30 days of a completed application when the operator meets the chapter and the City's building, zoning, business and health rules. Operator permit applicants must also disclose felony or prostitution-related convictions in the past five years and any Penal Code Section 290 registration, and must submit fingerprints, unless the operator is also CAMTC certified. A denial can be appealed to the City Clerk within ten days, and the City Council hears it within 90 days. Permits last one year under Section 5.44.080, cannot be transferred under Section 5.44.140, and need an amended application within ten business days of a change such as new employees.

Section 5.44.090 sets the operating rules. No massage establishment can be open between 8:00 p.m. and 9:00 a.m., and a massage begun before 8:00 p.m. must still end at 8:00 p.m. Patrons sign in with their full name, a posted notice states that solicitation of prostitution is a crime, one main entry door is required, and windows cannot be blocked from the reception area. Each massage room needs at least one 40-watt light, massage tables must be at least 18 inches high, and beds, floor mattresses and waterbeds are not permitted. No alcohol can be sold, served or kept on the premises. Section 5.44.170 sends zoning questions to Title 17, Table 17.03-3.
