Beaumont, CA Business Licensing & Operations: Tattoo & Body Modification (2026)

Beaumont Municipal Code § 17.03.120 lists Tattoo/Body Piercing Services in Table 17.03-3 under the Personal Services heading. Against the header RC, PF, RR, RSF, RTN, RMF, CN, CC, M, UV the row reads N, N, N, N, N, N, C, C, N, C. A studio can be considered in the CN (Commercial, Neighborhood), CC (Community Commercial) and UV (Urban Village) zones and nowhere else in the base zones. Unlike pet grooming, the row also reads N in the M (Manufacturing) zone.

The C means a conditional use permit under Section 17.02.100. The Community Development Director prepares a report and recommendation, the Planning Commission holds a public hearing noticed under Section 17.02.051, and the Commission approves, conditionally approves, or denies. Approval requires findings that the use is conditionally permitted in the zone, would not impair the integrity and character of the zone, suits the site, is compatible with existing and future land uses in the general area, has adequate provisions for water, sanitation, public utilities and public access, is consistent with the City of Beaumont General Plan, and would not be detrimental to the public interest, health, safety, convenience, or welfare. Finding 11 also requires that the use not have a disproportionately high and adverse human health or environmental effect on minority and low-income populations.

A Commission decision is effective immediately unless appealed. Section 17.02.060 sends a Planning Commission decision to the City Council on a written appeal filed with the City Clerk within 15 calendar days. Downtown Beaumont zones are governed by Chapter 17.19 and its own Table 17.19-1, not by this table.
