Section 5.20.080 is the license rate schedule. It lists the junk dealer with the words permit from the City Council required, and lists the secondhand store with a reference to Sections 5.20.010 through 5.20.060, the general fee provisions. Section 5.04.130 backs the junk trade: no license issues for a junk collector, wrecking yard, auctioneer or similar business until the City Council has issued a permit, at a meeting of a committee of the City Council that can be appointed to review the application.

The Council holds discretion over the outcome. Under Section 5.04.060 it can refuse a license to any applicant who in its judgment will run the business in an unlawful manner or in violation of any law or ordinance. Section 5.04.100 bars any license where the location is not in the proper zone, and Section 5.04.020 requires a separate license for each branch or place of business. A license cannot be transferred or assigned (Section 5.04.070) and must be posted in a conspicuous place at the business address (Section 5.04.120). The license year runs July 1 to June 30 under Section 5.20.010, and fees are set by class schedule and amended by resolution (Sections 5.20.020 and 5.20.030).

Zoning adds a second gate. Table 17.03-3 in Section 17.03.120 lists Thrift and Second-Hand Stores with the values N N N N N N C C N N under the columns RC PF RR RSF RTN RMF CN CC M UV. That makes them C, defined in the legend as Conditionally Permitted, in the CN and CC districts and N, Not Permitted, in the other base districts.

Bicycle resale carries its own duty. Section 10.36.180 requires all persons selling new or secondhand bicycles to make a weekly report to the Police Department listing each sale, with the buyer's name and address, the kind of bicycle, its description and frame number, and any license plate number.
