Casa Grande, AZ Business Licensing & Operations: Massage Establishments (2026)

Casa Grande Municipal Code Section 5.20.040 makes it unlawful to practice or administer massage for a fee without a massage therapist license, and separately unlawful to operate, own, or carry on a massage establishment without a massage establishment license, each requiring the applicable business license fee. Section 5.20.050 routes every application through the city clerk to the chief of police for investigation, and requires the applicant's name, address, Social Security number, proof of adulthood, a statement of good moral character, and, for an establishment, the building owner's name and lease details along with ten years of prior residence addresses.

Section 5.20.070 lets a trainee who has completed one hundred fifty hours at a recognized school of massage hold a six-month trainee license while finishing a diploma, with no added cost to convert it later. Section 5.20.080 bars issuing or renewing a license to anyone convicted within five years of a felony or offense involving moral turpitude, addicted to drugs or alcohol, or who falsified the application, and Section 5.20.100 lets the city clerk revoke or suspend a license for fraud, a relevant conviction, false advertising, or any chapter violation. Section 5.20.130 sets the criminal penalty for any unlawful act under the chapter.
