Casa Grande, AZ Business Licensing & Operations: Secondhand Dealers (2026)

Casa Grande Municipal Code Section 5.08.010 defines a secondhand dealer as a person engaged in, conducting, managing, or carrying on the business of buying, selling, or otherwise dealing in secondhand goods, wares, merchandise, or articles, whether the business is a person's principal occupation or merely incidental to another business. Under Section 5.08.020, every person licensed as an auction house, junk dealer, pawnshop, or secondhand dealer must deliver to the chief of police, within twenty-four hours of receipt, a full report of all goods, wares, merchandise, or articles received on deposit, in pawn, pledge, trade or exchange, or by purchase, showing the hour and date received, the seller's signature, name, address, and physical description, and the amount paid or loaned.

That report must be written in English under Section 5.08.030. Under Section 5.08.040, a secondhand dealer may not deface, alter, conceal, give away, sell, or otherwise dispose of any item until one week after filing that report with the chief of police, and each failure to file on time or early disposal of goods is a separate chapter violation. The business license of any secondhand dealer may be revoked by the city council for any violation of Chapter 5.08 under Section 5.08.050.
