Casa Grande, AZ Business Licensing & Operations: Pawnbrokers (2026)

Casa Grande Municipal Code Chapter 5.08 defines a pawnbroker as a person engaged in conducting, managing, or carrying on the business of pawnbroking, or of loaning money and receiving pawns or pledges of personal property as security, or of purchasing and reselling personal property to vendors at prices agreed upon at the time of purchase, whether the pawnbroking business is a person's principal occupation or merely a branch of another business under Section 5.08.010. Every pawnbroker must deliver to the chief of police, within twenty-four hours of receipt, a full report of goods received on deposit, pawn, pledge, trade, exchange, or purchase, including the pawn ticket number, the amount loaned or paid, and a physical description of the seller covering dress, sex, height, age, complexion, hair color, and distinguishing marks under Section 5.08.020.

That report must be written or printed in English under Section 5.08.030. A pawnbroker may not deface, alter, conceal, give away, sell, or dispose of any item until one week after filing the required police report, though the chief of police may grant written permission for an earlier sale after personally inspecting it, under Section 5.08.040. Failing to file the report on time, or disposing of an item before the week runs, is a separate chapter violation for each occurrence. The city council may revoke a pawnbroker's business license for any violation of Chapter 5.08 under Section 5.08.050, on top of the license itself being required under Chapter 5.04's business transaction tax provisions.
