Eagan, MN Business Licensing & Operations: Massage Establishments (2026)

Eagan City Code § 6.39 licenses massage therapy establishments and the massage therapists who work in them separately, and Subd. 4.A makes it unlawful to operate an establishment, or to practice therapeutic massage anywhere but a licensed premises, without a license from the city, though a temporary off-site permit covers call-out work. The building inspector must investigate the proposed premises and the police department must investigate every owner and operator before the city considers the application, and Subd. 4.C.1 confines a licensed establishment to a fixed location in a commercial or industrial zoning district.

No beer, liquor, or controlled substances are allowed on a licensed premises, massage room doors cannot be locked from the inside, and no massage room can have a shower or bathing facility. Therapists themselves need at least 500 hours of certified training from an accredited program, a diploma from an accredited institution, or national certification plus seven years of full-time experience, and every establishment and therapist license must be posted where the public can see it. Subd. 4.D bars a licensed establishment from being open between 10:00 p.m. and 6:00 a.m. of any day, and the section separately prohibits saunas, escort or dating services, and 'rap parlor' counseling operations as disguised massage fronts.

A prior conviction for a prostitution-related offense, criminal sexual conduct, indecent exposure, or a similar crime within the past five years is grounds to deny a license to either an establishment or an individual therapist, and any violation of the section's conduct or maintenance rules is grounds for revocation.
