Summary
Elgin requires anyone who operates a massage establishment to hold a permit from the neighborhood services director before opening, and every masseur or masseuse must separately hold an individual permit. It is unlawful for any person to engage in, conduct or carry on, or to permit to be engaged in, conducted or carried on, in or upon any premises in the city, the operation of each and every separate massage establishment as defined in section 6.31.010, without first having obtained a permit from the neighborhood services director.

Violations & Fines
Operating a massage establishment or working as a masseur or masseuse without the required permit is unlawful under sections 6.31.020 and 6.31.070. An employee's violation of chapter rules is cause for suspension of up to thirty days on a first offense and suspension or revocation on a repeat violation under section 6.31.060. Refusing a duly authorized inspector access to the premises, or fondling a patron's sexual or genital area, is separately unlawful under sections 6.31.150 and 6.31.120.
