No person, either as owner, manager, lessee, officer or agent, or in any other capacity, shall operate or permit to be operated a resale dealership without first having obtained a license from the city to do so. The chief financial officer may suspend or revoke a license for a chapter violation, a disqualifying conviction, or false application information under section 6.43.220, after at least ten days written notice and a hearing, and the city manager may summarily close a shop that immediately threatens public safety under section 6.43.230. Section 6.43.270 sets a fine of at least five hundred dollars per offense, with each day of violation a separate offense.
