Hamden, CT Business Licensing & Operations: Massage Establishments (2026)

Section 115.04 makes it unlawful to engage in, conduct or carry on the operation of a massage establishment anywhere in the town without first obtaining a permit from the Chief of Police, in addition to any state or local health department requirements. The application, filed with the Chief of Police or a designee, requires a $125 non-refundable filing fee, the nature of the massage to be administered, the proposed place of business, proof the applicant is at least 18, two 2-inch by 2-inch photographs, a complete set of fingerprints, three years of employment history, prior massage-license history including any revocation or suspension, and any criminal convictions other than minor traffic violations.

Before issuing a permit, the Chief of Police must find that all facility requirements are met, that local and state health, housing, planning, zoning, building and fire codes are satisfied, that the massage offered will not endanger patrons' health or safety, and that no applicant or manager has been convicted of a felony, an offense involving unauthorized practice of the healing arts, sexual misconduct with minors, obscenity, prostitution, pandering or human trafficking, or had a massage permit suspended or revoked, within the preceding three years.

Under § 115.03, a permit is not transferable except with the written consent of the Chief of Police and approval of the Director of Health. Permits can be denied, suspended or revoked under § 115.05 for false statements, disqualifying convictions, chapter violations or refusal to allow a police officer or health inspector to inspect the premises, though the holder is entitled to notice and a hearing first.
