Section 114.01(A) requires all dealers and traders in secondhand bicycles, junk, old metals, old rags and other secondhand articles conducting business or trade within the town to first obtain a license from the police department. Section 114.01(B) makes the license run for one year from the date of issue unless it is sooner revoked. Section 114.02 sets the license fee at $10, paid to the police department for the use of the town, for each license issued. Section 114.03 requires every licensed dealer or trader to display a plate or sign on the wagon or vehicle used in the business, reading 'Town of Hamden License,' positioned so it can be plainly seen and read from the sidewalk.

Section 114.04 makes it a separate violation for any person, firm or corporation to knowingly or wilfully violate any provision of the chapter, and provides that such a violation forfeits the license in addition to the penalty in Section 114.99.
