Under § 70.20(A) of the Hamden Code of Ordinances, a vehicle parked in violation of the traffic chapter or any parking order of the Traffic Authority may be removed under police direction by towing it to a towing garage, at the risk and expense of the owner. Section 70.20(B) requires towed vehicles to be stored safely and bars their release until towing and storage fees are paid, though storage fees do not apply to vehicles towed to a town-owned garage or lot. Section 70.21 requires any person authorized to remove a vehicle under the chapter to be an authorized tower for the Hamden Police Department and to carry adequate insurance indemnifying the town against claims for damage to a vehicle while it is being removed or stored.

Before release, § 70.20(F) requires the owner to prove identity and ownership, sign a receipt, and pay towing and storage costs for each day or part of a day beyond the first 24 hours the vehicle sits with the tower. The Chief of Police keeps a record of every impounded vehicle's owner, the circumstances of the violation and the case's disposition under § 70.20(G), and the town and its officers are not liable for towing or storage damage under § 70.20(H). An owner who disputes the impoundment can request an immediate hearing before a parking violation hearing officer under § 70.22, drawing on authority in C.G.S. § 14-150.
