Old Bridge, NJ Business Licensing & Operations: Massage Establishments (2026)

Old Bridge Township Code § 250-42 lists uses prohibited throughout the Township, and § 250-42B(16) names massage parlors directly among them, alongside tattoo and body-piercing shops, adult entertainment, junkyards and flea markets. Section 250-42A makes the prohibition absolute: it may not be altered, modified or varied except through amendment of the chapter itself, and no deviation may be authorized pursuant to N.J.S.A. 40:55D-70d or § 250-9G(5), the provisions that would otherwise let the Zoning Board of Adjustment grant a use variance. That forecloses the usual path a business seeking a nonconforming use elsewhere in town would take: a massage parlor cannot obtain a use variance to locate in a commercial or office zone, because the Township removed the use from its zoning scheme entirely rather than merely restricting where it can go.

The list was amended March 11, 2019 by Ordinance No. 2019-05 and again June 22, 2021 by Ordinance No. 2021-15. Because massage parlors are barred as a zoning matter rather than regulated through a licensing chapter, there is no Old Bridge business license, health department permit, or Construction Code Office sign-off that legalizes the use; only a Township Council ordinance amending § 250-42 could reopen any zone to it.
