Sec. 17-84 defines a pawn dealer as "any person lending money on the deposit or pledge of personal property or who deals in the purchase of personal property on the condition of selling the property back again at a stipulated price." Pawn dealers fall under the Sec. 17-82 registration requirement that applies to every secondhand entity in the City of Westfield, Indiana: register with the Westfield Police Department, pay a $50.00 fee and post a $1,000.00 surety bond conditioned on complying with the city's secondhand-entity regulations.

Sec. 17-85 imposes reporting duties on pawn dealers together with secondhand dealers: each pawnbroker must maintain an electronic inventory-tracking system and transmit, for every transaction, the date and time, a detailed description of the item including trademarks, serial numbers, model numbers, brand names and other identifying marks, the amount of money or other compensation exchanged, and the customer's full name, address, telephone number, date of birth, driver's license or state-issued ID number and a digital photograph. All of that identifying information must reach the LeadsOnline system within 24 hours of the transaction being consummated.

In addition to any other penalty the city's ordinances provide, Sec. 17-93 subjects any person, firm or corporation who violates any section of Chapter 17 to a flat $500.00 fine, with a separate offense deemed committed each day the violation continues, enforced through Noblesville City Court under Westfield's interlocal agreement or through Hamilton County Circuit or Superior Court.
