Grand Forks, ND Business Licensing & Operations: Secondhand Dealers (2026)

Article 8 of Grand Forks City Code is titled Pawnbrokers, and its licensing sections speak only to pawnbrokers by name. Section 21-0807, however, extends one specific duty to a second class of business: the city council may require every pawnbroker or dealer in secondhand goods to make out and deliver to the chief of police, each day before midnight, a legible and correct copy of the transaction register described in § 21-0806, covering all personal property or other valuables received, deposited or purchased the preceding day, along with the time received and a description of the person who left or sold the item.

Section 21-0806 defines that underlying register as a book kept at the place of business describing each item received on deposit, pledge or purchase, the time received, any identifying marks, and the name of the person who left, deposited or pledged it, kept clean and legible with no entries erased or defaced. Because the code's separate nuisance and junkyard provisions elsewhere already assume dealers in secondhand goods operate under some form of city license, § 21-0807's daily reporting duty functions as the operative rule this office can point to for that business type; there is no dedicated application, fee or term section written for secondhand dealers the way Article 8 writes them for pawnbrokers.
