Oldham County, KY Business Licensing & Operations: Towing Companies (2026)

Chapter 116, the "Wrecker Rotation Ordinance," governs incident management tows that a sworn officer or county official calls in, not consent tows a vehicle owner arranges directly. Under § 116.01, participation is a revocable license, not a property right or franchise, and any established law enforcement agency in the county (the Oldham County Police Dept., LaGrange Police Dept., Oldham County Sheriff's Office, and Pewee Valley Police Dept.) can enforce it. To join under § 116.03, a company files OCPD form 142 with the wrecker's registration, business formation papers, a current annual vehicle inspection report, insurance certificate, storage facility deed or lease, and National Traffic Incident Management training certificates, plus a $250 nonrefundable application fee.

The county caps the list at six towing companies and only opens a vacancy if it decides one is needed. Section 116.04 requires a properly zoned storage facility in the county, liability insurance, 24-hour phone and wrecker coverage seven days a week, and the ability to reach an incident within 45 minutes. Dispatchers who can't reach a company within two call attempts, or whose company doesn't show within 30 minutes, mark it "passed" and it drops to the bottom of the rotation. Records of every tow must be kept for 24 months and made available to police within one business day of a request, with an annual random audit. Fees for towing, storage and recovery are set by Fiscal Court resolution each fiscal year under § 116.11.
