Moore, OK Cannabis Regulations: Buffer Zones (2026)

Sec 8-1203 of the Moore Code of Ordinances sets a hard 1,000-foot buffer between any proposed medical marijuana dispensary and a school entrance: the city will not grant a retail dispensary business license for a site inside that radius. The ordinance defines the measurement method precisely so an applicant cannot argue a longer walking or driving distance qualifies. The distance is computed by direct measurement in a straight line from the nearest property line of the dispensary parcel to the nearest entrance of the school building or unit, meaning Community Development draws a straight line, not a route along streets or sidewalks, from the dispensary's lot line to the closest classroom-building door.

Chapter 8-12's definitions section separately narrows 'school' to a public or private preschool, elementary, or secondary school, expressly excluding a homeschool, daycare, or child-care facility from triggering the buffer. Because the buffer is measured from the dispensary parcel rather than the building itself, a large commercial lot can push a storefront within the required distance even if the storefront itself sits farther back. The buffer works alongside the district limits of Sec 8-1203, so a parcel can fail licensing for either being outside the six approved commercial/industrial districts or falling inside a school's 1,000-foot radius; either defect blocks the retail dispensary business license outright, with no variance procedure written into the chapter.
