Kissimmee City Code holds two different people responsible for a broken public sidewalk. Whoever caused the damage must repair it under Section 38-52, and any abutting property owner the city commission orders by resolution to rebuild a sidewalk under Section 38-56 must start work within ten days and finish within 35.
