Unincorporated Bulloch County has no standalone loitering statute, but disorderly conduct under Code § 10-2(a)(17) makes it a crime to congregate on a public way so as to halt vehicle or pedestrian traffic and then refuse to clear when a peace officer or other person with authority orders the group to move.
