Butte County makes it unlawful to establish, operate, or participate in any needle exchange or syringe distribution program anywhere in the unincorporated area. The Board of Supervisors adopted the ban in 2021 after finding that discarded needles near levees and river bottoms threaten public health during high water, declaring any such program a public nuisance subject to escalating fines.
