Fireworks

Franklin County regulates fireworks in two places: section 14-59(9) exempts fireworks noise from the county's Noise Ordinance only on holidays or when covered by a pyrotechnics permit under G.S. 14-410, and section 20-1(16) separately bars bringing, possessing or setting off firecrackers or other fireworks in a county park without a permit issued by the county commissioners. Outside a permit, both provisions treat fireworks as prohibited.

Outdoor Burning

Franklin County's fire marshal can order a ban on all open burning within 100 feet of a structure, tied to the state forest service burning ban or triggered locally during hazardous forest fire conditions or air pollution episodes, under section 14-79(b) and (c).
