Flood Elevation
In unincorporated Franklin County's mapped Special Flood Hazard Areas, new residential construction and substantial improvements must have their lowest floor elevated to the Regulatory Flood Protection Elevation, which UDC § 9.2.2 defines as the FEMA Base Flood Elevation plus 4 feet of freeboard, or at least 4 feet above the highest adjacent grade where no BFE has been set.
