Anyone who wants to build, place, or maintain a private object in a Kenai Peninsula Borough right-of-way outside the cities needs an encroachment permit from the road service area director under KPB 14.40.115. The RSA director charges a fee, can deny or condition the permit, and doubles the fee if an encroachment is discovered before a permit is obtained.
