Flood Elevation
In the unincorporated area of Orangeburg County, new construction and substantial improvements to residential structures in a mapped special flood hazard area must have the lowest floor set at least one foot above the base flood elevation, with no basements permitted. The floodplain administrator enforces the standard under Orangeburg County Code § 18-82, part of the county's flood damage prevention ordinance re-enacted in 2013.
