Obstruction Rules

Depositing litter or solid waste on a curb, sidewalk, street, road, highway or public right-of-way in unincorporated Orangeburg County is unlawful under Section 34-3(g), and the same subsection bars throwing refuse into a stream or other waterway. Violations carry the same tiered misdemeanor fines as the rest of Chapter 34's litter rules.

It shall be unlawful for any person to dump, throw, drop, leave, or in any way deposit any litter on any property belonging to another on or along any street, road, highway, curb, sidewalk, or public right-of-way except authorized by county ordinances, rules or regulations. Nor shall any person throw or deposit any refuse in any stream or other body of water within the boundaries of the county.

Encroachment Permits

Anyone digging, boring, tunneling or installing utility lines in an Orangeburg County road right-of-way, or within three feet of a roadbed, must first get an encroachment permit from the county's public services department. The applicant posts a bond or cash of at least $100.00 and must restore the road to its prior condition.
