Coon Rapids, MN Curfew Laws: Juvenile Curfew (2026)

Rather than draft its own set of curfew hours, the City Council chose in Chapter 7-400 of Title 7 to incorporate Anoka County Ordinance No. 95-2 in full under Section 7-401. The county board adopted that Juvenile Curfew Ordinance on October 10, 1995, and Coon Rapids' incorporation was itself revised once, by Ordinance 1565 on May 21, 1996, when the Council reaffirmed the adoption. Because the text is adopted "in whole as if herein set out in full," the operative curfew hours, age thresholds and exceptions for minors traveling to and from work, school or religious activities live in the county's 1995 ordinance rather than in a freestanding Coon Rapids section, so an officer or parent checking City Code Chapter 7-400 finds the adoption clause rather than the curfew hours themselves.

This incorporation-by-reference approach mirrors how the Code handles other countywide standards, such as the Ambient Air Quality Standards adopted in Chapter 8-300. Coon Rapids Police enforce the county curfew citywide as though it were a locally drafted ordinance, since Section 7-401 makes the county measure part of the City Code rather than a separate county-only rule that stops at the city limits.
