Section 10-422 of the Coon Rapids City Code sets the standard closing hours for every City park: no one except authorized personnel, or people attending an event under an after-hours permit, may be in or remain in a park between 10:00 p.m. and 5:00 a.m. The section carves out a summer exception that runs the other direction for six specific parks: between May 1 and October 31 each year, Al Flynn, Aspen, Riverview, Sand Creek, Wintercrest, and the Soccer Complex stay open an extra hour, closing instead from 11:00 p.m. to 5:00 a.m., presumably to accommodate summer evening recreation and league play at those sites.

Outside that seasonal window, the standard 10:00 p.m. curfew applies even at the six named parks. The only way to lawfully be in a City park after closing is an after-hours permit obtained under §§ 10-425 through 10-428: an applicant files a request with the Public Services Director stating the days, hours, and park sought, along with an attendance estimate and any required fee, and the Director must approve or deny it within 20 days, in writing if denied, with a right to appeal an adverse decision to the City Council within 10 days.

The same permit track doubles as the Exclusive Use Permit process for picnics, sports, parties, and performances, so a group booking a City park for a late evening or overnight event needs the identical after-hours authorization referenced in § 10-422. Violating the curfew exposes a person to ejection from the park under § 10-431 in addition to any citation.
