Section 9.70.010, part of Chapter 9.70 (Ordinance 2214, 1994), makes it unlawful for any minor under the age of eighteen to loiter, idle, wander, stroll, or play on public streets, highways, roads, alleys, parks, playgrounds, other public buildings, places of amusement and entertainment, vacant lots, or other unsupervised places, or to trespass on private property, between the hours of 10:00 p.m. and 6:00 a.m. the following day. The section provides two exceptions written directly into the text: it does not apply to a minor accompanied by an adult person having the lawful care and custody of the minor, and it does not apply when the minor is on legitimate business directed by the person who has the minor's lawful care and custody, covering situations like a work shift or an errand a parent has sent the minor to run.
