or dusk for every park, Sec. 11-4 puts the opening and closing schedule on a park-by-park basis: each individual park must post its own designated hours, and the park is required to be open to the public every day of the year during those posted hours except for unusual and unforeseen emergencies. That gives Boca Raton's recreation services department the flexibility to run a beachfront park on different hours than an inland playground. Sec. 11-5 backs that up with closure authority: the director can declare any section or part of a park closed to the public at any time, for any interval, on a regular or occasional schedule, or limited to certain uses, whenever the director finds it reasonably necessary.

Enforcement of both the hours and any closure sits with the police services department and recreation services department employees under Sec. 11-3, which makes it unlawful to do any act forbidden by the parks chapter or to disobey a lawful order from either department's officers. Because chapter 11 has no separate penalty section, a violation of the posted hours or a closure order falls back on the citywide general penalty in Sec. 1-16.
